Texas House Bill 1481 has become state law and will be in effect at the start of the 2025-26 Joshua ISD school year. The law prohibits students from using electronic communication devices that can send or receive data, such as cell phones, laptops, tablets and smartwatches, during the instructional day. Exceptions include devices provided by the school district for instructional purposes, devices fulfilling IEP or Section 504 plan accommodations and devices required due to a documented need based on a directive from a qualified physician.
The law states districts must adopt and enforce policies that prohibit the use of devices during instructional time. Joshua ISD prohibits the use of these devices from the first bell in the morning to the dismissal bell in the afternoon. These devices must be turned off and out of sight. Devices are not allowed during passing periods or lunchtime.
